This is a guide for those who wish to register a maritime operator holding account (MOHA) in the Norwegian ETS registry. If you have not yet applied for an account, this must be done first.

It is required that at least two account representatives are associated with the ETS account at the time of opening. This guide therefore assumes that a prospective account holder has two account representatives registered and enrolled in the registry.
Enrolled persons can register a new account in the ETS. The Norwegian Environment Agency assesses the request. For the account to be approved, account details in the registry must match the information in the MOHA application submitted to the Norwegian Environment Agency.
To register an account, the steps below must be followed:
Step 1: Request an opening of a new account:
- Log into the registry here: EU Registry
- Choose "Request New Account" in the sidebar menu to the left
Step 2: Select Account Type
- Choose "Maritime Operator Holding Account".
- Type in the account name under "Account name".
Step 3: Fill in details about the account holder (Define Account Holder)
The account holder is the shipping company applying for an account.
- First, select that the account holder is a company.
- Fill in the rest of the information that is required. Note that some information is optional.
- If the shipping company has an account in the registry from before, they will already exist as an account holder in the registry. If that is the case, you can search for the existing account holder under «Account Holder Name». The person filling out the form will only find account holders they are already an account representative for.
Step 4: Fill in details about the shipping company (Maritime Operator Information)
The shipping company is either the registered shipowner or an ISM company.
- Fill in the information required. Note that some information is optional
- If the shipping company is an ISM company it is required to fill in information about the registred owner(s)
- If the shipping company is the registred owner, it is optional to fill in information about their ships and IMO number
- Click "Add new entry" to add registred owners/ships
Step 5: Transaction Settings
During the registration of an account, you may set your preferences for a "Trusted Account List".
Transaction preferences affects how transactions in the registry can be initiated and approved. You must choose whether:
- You want to keep the four-eye principle for every transaction, i.e., that two people are required to carry out any transaction. The four-eye principle may be removed so only one person is required.
- You want to have the option to transfer allowances to accounts outside of the "Trusted Account List". If you do not want this option, account representatives can only initiate transactions to accounts on the list.
If you choose "yes" on these two options then it is required to send us a signed statement.
Step 6: Add Account Representatives
- Type in the URID for the account representative.
- Under "Rights", choose the role you want to give the account representative. Remember that the choice here must match what was applied for in the account representative application to the Norwegian Environment Agency.
- Fill in the rest of the account representative details. All the information must match that given in the account representative application to the Norwegian Environment Agency.
- You have to enter an adress and e-mail. This is the adress of your permanent residence. The e-mail must be your personal one linked to the company applying for the account.
Click "Add Another Representative" to fill in details about another account representative.
Step 7: Add Contact Person
Here you can add information about a contact person in the company. This may be an account representative. If it is a person who is not an account representative, select "No" under the question "Select one of the specified representatives as a contact person?".
Step 8: Transactipn Voluntary Thresholds
- Click "Transaction Voluntary Thresholds (Optional)".
- Add transaction threshold amounts for both "Transfer of Allowances" and "Transfer of Allowances to Switzerland". The transaction thresholds also apply to transactions to account numbers on the "Trusted Account List".
Step 9: Complete the account registration
When all boxes in the account registration list are checked, you may proceed to the submission of the account opening request.
- Click "Request new Account".
If the registration is delivered, a confirmation page will appear that looks like this:
Step 10: Inform the Norwegian Environment Agency
Send an e-mail to kvoteregister@miljodir.no that you have completed the account registration.
